British and Scottish government Governments Disagree Over Who Should Pay the £24.5 million Cost for Trump and Vance Trips

The British administration is being called upon to "step up" and reimburse the £24.5m expense incurred during the recent visits by former President Trump and JD Vance to Scotland, according to a senior Holyrood official.

Substantial Provisional Costs Disclosed

Provisional expenses totalling almost £24.5m for the two official trips have been made public by the administration in Edinburgh.

Ivan McKee described the UK government's unwillingness to provide funding as "ridiculous," stating that both trips were obviously work-related, noting that the US president held discussions with European Union chief Ursula von der Leyen and UK prime minister Sir Keir Starmer during his July stay in Scotland.

Details of the Trips and Associated Security Expenses

The former president toured his golf courses at Turnberry in Ayrshire and Menie in Aberdeenshire over a week-long period in July, while American VP Vance spent around four days in Ayrshire in late summer.

In a written communication to the Treasury minister Chief Secretary Murray, Scotland’s finance secretary wrote that the trips placed "significant strains and costs on Scottish public services, particularly the Scottish police force."

The Scottish government estimates that the estimated expense for policing the presidential visit by itself was £21m, which involved peak daily deployments of over four thousand police, while expenses for the vice-president’s trip were approximately £3m.

Large-Scale Policing Operation

This complex security mission was the biggest in the country since the death of Queen Elizabeth II in 2022, and involved regional police, specialist units, volunteer officers and officers from across the UK for specialist support.

The Finance Secretary stated: "Following your choice not to provide funding to the Scottish government for expenses accrued in connection with the trip of President Donald Trump to the nation in July 2025 and the following trip of Vice-President JD Vance, I am contacting you to request that you reconsider this decision and offer full reimbursement for the expense of the visits."

Westminster Reply and Previous Example

The UK government stated that the visits were personal and "not part of official government duties." A representative added: "The Scottish government must cover policing costs in Scotland as per established funding agreements for devolved matters."

While the Finance Secretary referenced past instances where the UK government reimbursed the cost of the president's 2018 trip to Scotland, it is believed that visit followed a formal UK government invitation, in which case it covered protection expenses under its funding guidelines.

"Westminster must take action and pay. I think it’s unreasonable, it was obviously a official trip … Particularly when you have the PM Keir Starmer spending time with Donald Trump, holding joint briefings with him, conducting global diplomacy with him, its really stretching the bounds of credibility to say this was just a personal vacation."
